Project Overview

Bushfire Recovery Victoria has provided funding to support the major upgrade to Mallacoota Hall.

Mallacoota Hall was the relief and recovery facility during the 2019-20 Victorian bushfires. This project will upgrade the hall to improve its functionality for day-to-day use by:

  • relocating the main entry
  • addressing existing accessibility barriers
  • redeveloping the toilets and change rooms to improve accessibility and functionality
  • futureproofing the building to prevent bushfire smoke entering the facility
  • creating new internal storage space
  • expanding the existing kitchen
  • creation of additional community and office spaces

What's next

A concept design has been produced and approved by the local project reference group to meet the funding criteria. Detailed design is underway with a local designer.

This process will progress to construction to provide a fit for purpose facility. Council will be utilising local contractors to deliver this project with oversight from the Capital Projects Assets team.

    Work on the Mallacoota Hall is well underway:
    • Structural rectifications: The extension at the rear of the hall is now at lockup.
    • Roof ridge capping: Redesigned to prevent leaks and enhance fireproofing; 80% complete.
    • Interior works: Commenced, with materials ordered and solutions being developed for bathroom floor falls and finishes.


    Discussions with the Committee of Management have continued throughout the delivery of this project.

    The project timeline has been extended to June 2025, allowing our in-house teams to work with local Mallacoota businesses.

    Further updates will be provided on YourSay following the Council Election on 26 October 2024, and the questions/feedback tab will be reinstated.

    From 12.00 noon Tuesday 17 September until 6.00 pm on Saturday 26 October (Election Day) we will be in the Local Government Election Period (also known as Caretaker Period).

    During this time, we will limit our printed communications, website content, social media activity, and community consultations. The ability for people to comment on our social media content will also be disabled during the Election Period.

    Each of these steps is to ensure our content does not affect voting in the election and is consistent with steps taken by other Victorian Councils and the Local Government Act 2020.

    These changes are only temporary; we'll be back to normal communication activity after the election.

    The Mallacoota Hall upgrade is aimed at enhancing functionality and accessibility.

    Recent Site Meeting: On 30 July 2024, a site meeting was conducted with Council officers and our contractor to review the progress of the project and outline the remaining activities. This meeting was instrumental in ensuring that all parties are aligned and informed about the current status and next steps.

    Progress Overview: Despite recent challenges posed by wet weather, which temporarily halted exterior works, significant progress has been made. The following updates are noteworthy:

    • Footings for Rear Extension: The footings for the rear extension of the Hall have now been successfully completed. This critical stage was achieved as planned, and we are moving forward with the next phases of construction.
    • Concrete Pour: Early this week, we conducted the concrete pour for the rear extension. This marks a significant milestone in the project, allowing us to proceed with further construction activities.

    Next Steps:

    • Continued work on the rear extension will be prioritised.
    • Addressing remaining activities, including relocation of the main entry, redevelopment of toilets and change rooms, and expansion of the kitchen will then follow.

    Works are progressing well, underpinning and the preliminary construction works have commenced. Once the stabilisation of the existing structure is complete the proposed new outline of the wall will be constructed.

    The Mallacoota Hall Upgrade has reached a milestone, with commencement of construction scheduled for October 2023.

    The new design layout for the upgrade of the Mallacoota Hall has improved functional requirements, allowing flexibility for the Hall to be utilised as a sports venue, a place for meeting, and an important facility for refuge and recovery.

    The new design meets all current Australian Regulations, Acts, Standards, and the requirements outlined in the design brief.

    Council will undertake some of the works to meet budget requirements and program delivery deadlines.

    A program for construction is now in development. Further updates and future venue closure notifications will be provided on YourSay once the program is established.

    • Detailed design for the building is in progress.
    • A Building Surveyor has been engaged to advise on design regulatory compliance.
    • Detailed design is scheduled to be completed by mid 2023.
    • Construction by the EGSC building crew will commence shortly after the detailed design is finalised.
