The construction of a Patient Transfer Facility for Air Ambulance Victoria was highlighted as a priority in the Bairnsdale Airport Masterplan 2020.

Bairnsdale Aerodrome handles the highest number of fixed wing aeromedical retrievals by Air Ambulance Victoria (AAV) in regional Victoria, with aircraft visiting Bairnsdale as often as two to three times a day for patient transfers. The Patient Transfer Facility Plan for Mildura Airport has been provided to Council for guidance, and AAV have provided feedback on possible improvements to the facility. AAV will be upgrading their existing King Air 200 series with the King Air 360 series.

Objective and scope

Design then construction of -

    • a Patient transfer facility (building) including insulation and roller door to allow a road ambulance to enter the facility
    • apron and taxiway access at the front of the facility
    • road access to the back of the facility
    • utility connection with power, comms, water, sewer, standalone fire hydrant system
    • drainage
    • fencing
    • lighting to the apron and taxiway access

Schedule

Council is currently seeking pricing for the detailed design of the Transfer Facility. The design will be undertaken in FY23/24 and include a detailed design of the new transfer facility in collaboration with Air Ambulance Victoria. Construction is expected to commence until FY24/25.

Funding

Funding is provided by the Australian Government through the Department of Industry, Science and Resources - Regional Airports Program Round 3.

    The Air Ambulance Patient Transfer Facility at the Bairnsdale airport is progressing well, with significant milestones already achieved.

    The contractor has completed a large portion of the civil works, both airside and landside, and construction of the facility is now underway.

    The steel framework is in place, giving shape to the new building. Roof panel installation is scheduled for next week, followed by the fitting of wall portals. Preparations for asphalting the taxiway apron and car park are ongoing, with completion expected by the end of April 2025.

    Additionally, we plan to address urgent maintenance on a nearby taxiway, aiming to complete this work alongside Air Ambulance Victoria’s scheduled sealing works. This approach will enhance safety and minimise disruption for aviation users.

    The tender submitted by CAL Civil for $1,754,132.85 ex GST for the construction of an Air Ambulance Victoria Transfer Facility at Bairnsdale Airport was accepted at the 27 August 2024 Council meeting.

    The patient transfer building that will allow for transfers from a road ambulance to an aircraft that allow for patient privacy and protection from the elements.

    The tender for design has closed and has been awarded.

    The consultant is currently undertaking geotechnical investigations and site surveys. Once site investigations have been undertaken, Council will be issued with a concept plan that will be discussed with Air Ambulance Victoria prior to progressing to detailed design.

    Tender for design of the new Air Ambulance Transfer Facility closed 12 July 2023.

    Significant interest has been registered for this project. The design of the new facility will be funded in the 23/24 financial year, with construction funded from 24/25 onwards.
