About the Project

Council secured funding through the Australian government for the upgrade and redevelopment of Marine Parade in Lakes Entrance. The project area extends from the entry roundabout at Marine Parade and the Princes Highway along to the Barkes Avenue intersection. The project aims to achieve traffic calming measures, improve pedestrian safety and improve on-road parking safety.

The type of works being undertaken will include:

  • Installation of pedestrian crossings and footpaths
  • Installation of raised asphalt platforms at key locations to control traffic speed
  • Road widening in multiple locations to allow for indented on-road parking
  • The reconstruction of the intersection at Barkes Avenue and Marine Parade

Although the concept design stage has considered the interaction between foreshore and road use, committed funding to the project ($1.2 M) from the Australian Government and Council allows for the construction within the footprint of the road reserve and exclude off-road parking and the foreshore area. Council will continue to advocate for funding for further construction stages as opportunities arise in coming years.

Community Engagement

Community consultation in October and November 2022 led to the development of the concept plan. Thank you to everyone who took the time to provide feedback on the concept plan. All feedback is important and was considered.

Changes to the design included:

  • New raised pedestrian crossings
  • New parallel parking bays
  • New 1.8 metre footpaths along the residential side

Project Reference Group

A Project Reference Group (PRG) was established to help guide this project moving forward. The group was assembled on a voluntary basis with the intention to support and co-operate with all parties in the spirit of goodwill and working towards the common purpose. The PRG will provide a representative viewpoint on the design options and will be included in communications of detailed design. Reference Group members will contribute their knowledge about issues that are relevant to the project and provide representation for a variety of stakeholder interests.

Specifically, the PRG will:

  • Provide input, advice, and recommendations to the Project Control Group;
  • Review and comment on draft project documents;
  • Ensure that the views and interests of their organisation/interest group and the community are represented, and that relevant stakeholders are engaged;
  • Provide an active and positive contribution to the project;
  • Champion the project within the community;
  • Help achieve community participation;

Funding

Funding for this project is provided by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts through the Victorian Infrastructure Investment Program, and East Gippsland Shire Council.

    The Federal Government funded $1.2 million in January 2021 for safety upgrades and improvements to Marine Parade. In April 2022 a further $5.3 million was announced through the same funding program, however with the recent change in Government, the additional $5.3 million is awaiting confirmation of the new Government to honour this commitment. Even though the further funding has yet to be granted to Council, Council is still progressing with a design to capture Marine Parade in its entirety.

    Community consultation closed Monday 14 November 2022. 100+ responses received after a mailout and letter box drop was conducted to all residents and businesses along Marine Parade. These survey results are in and are being processed to present to the design consultant. Once these are fully collated and the designer has adapted these to the proposal Council will engage with all affected residents and businesses in the new year.

    Council is also conducting further assessments on Marine Parade. Council have engaged Veolia Water Technologies, and this company have cleaned out all drainage pits and pipes along Marine Parade as part of the investigative works. During these works Veolia have discovered a buried pit (which has now been surveyed) and a drainage outlet under the sand, and have also completed CCTV for the entire drainage network of Marine Parade. Early report indicates that a number of broken pipes discovered will need to be replaced and numerous other drainage inconsistencies therefore these issues will also enable the designer to develop a drainage design which will mitigate any of these issues from reoccurring.

    The first stage of the community consultation for the Marine Parade project, which was a survey on Your Say and letter drop concluded on 14 November 2022. Over 100 responses were received.

    The aim of the consultation process is to hear from the community to find out what council should focus on and the needs of the community for this project. The feedback received will help guide the initial concept designs, which will go to the community for consultation in the coming months.
