About the Project

Council secured funding through the Australian government for the upgrade and redevelopment of Marine Parade in Lakes Entrance. The project area extends from the entry roundabout at Marine Parade and the Princes Highway along to the Barkes Avenue intersection. The project aims to achieve traffic calming measures, improve pedestrian safety and improve on-road parking safety.

The type of works being undertaken will include:

  • Installation of pedestrian crossings and footpaths
  • Installation of raised asphalt platforms at key locations to control traffic speed
  • Road widening in multiple locations to allow for indented on-road parking
  • The reconstruction of the intersection at Barkes Avenue and Marine Parade

Although the concept design stage has considered the interaction between foreshore and road use, committed funding to the project ($1.2 M) from the Australian Government and Council allows for the construction within the footprint of the road reserve and exclude off-road parking and the foreshore area. Council will continue to advocate for funding for further construction stages as opportunities arise in coming years.

Community Engagement

Community consultation in October and November 2022 led to the development of the concept plan. Thank you to everyone who took the time to provide feedback on the concept plan. All feedback is important and was considered.

Changes to the design included:

  • New raised pedestrian crossings
  • New parallel parking bays
  • New 1.8 metre footpaths along the residential side

Project Reference Group

A Project Reference Group (PRG) was established to help guide this project moving forward. The group was assembled on a voluntary basis with the intention to support and co-operate with all parties in the spirit of goodwill and working towards the common purpose. The PRG will provide a representative viewpoint on the design options and will be included in communications of detailed design. Reference Group members will contribute their knowledge about issues that are relevant to the project and provide representation for a variety of stakeholder interests.

Specifically, the PRG will:

  • Provide input, advice, and recommendations to the Project Control Group;
  • Review and comment on draft project documents;
  • Ensure that the views and interests of their organisation/interest group and the community are represented, and that relevant stakeholders are engaged;
  • Provide an active and positive contribution to the project;
  • Champion the project within the community;
  • Help achieve community participation;

Funding

Funding for this project is provided by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts through the Victorian Infrastructure Investment Program, and East Gippsland Shire Council.

Project updates will be provided on this page in the tab below.

    Thank you for your suggestion, Emma. Project Supervisor response: Funding for this project is provided by the Australian Government’s Road Infrastructure Improvement Program to improve the standard of the road infrastructure, and vehicle and pedestrian safety. The provision of lighting is not supported by this funding program and is outside the scope of this project.

    Your feedback is important, and we have made note of your suggestion to improve lighting.  Additional lighting will be considered in future stages.

  • Share No to raised sections of the road as they are especially harsh and can be very height wise difficult when towing vans and boats. Plus the speed limit is either 50 or its not. Adding raised sections to slow traffic! Either make 50 or don't but leave the road flat. On the speed I object to lower than the speed being less than 50. This is the main access for residents like me in and out of town and 40kmh is ridiculous, you already have it on the esplanade, leave the sppeed on marine pde throu to Meyer st alone. on Facebook Share No to raised sections of the road as they are especially harsh and can be very height wise difficult when towing vans and boats. Thank you for your comment, David. Project Supervisor response: The “traffic calmers” act as pedestrian crossing and traffic calming. The height of the raised pedestrian crossings can be further investigated to slow vehicular traffic to appropriate speeds. Council will not be changing the speed along Marine Parade as part of the Safety Upgrades.

    Thank you for your question. Project Supervisor response: The “traffic calmers” acts as both a pedestrian crossing and traffic calming. The height of the raised pedestrian crossings can be further investigated to slow vehicular traffic to appropriate speeds.

  • Share Suggestions: (1) The first pedestrian crossing at the western end of Marine Parade should I consider be at the mid-point between the two entrances to the Aldi Store to allow people to cross Marine Parade safely when crossing to or from Apex Park, the Tourist Information Centre and generally, and (2) a parking bay at the frontage to the Boat Shed Cafe (in Marine Parade) would ease vehicle congestion in that location, and add to pedestrian and traffic safety. Another pedestrian crossing close to that location would also be very useful, for persons wishing to cross to and from the foreshore area for coffee, etc. on Facebook Share Suggestions: (1) The first pedestrian crossing at the western end of Marine Parade should I consider be at the mid-point between the two entrances to the Aldi Store to allow people to cross Marine Parade safely when crossing to or from Apex Park, the Tourist Information Centre and generally, and (2) a parking bay at the frontage to the Boat Shed Cafe (in Marine Parade) would ease vehicle congestion in that location, and add to pedestrian and traffic safety. Thank you for your suggestion. Project Supervisor response: The exact location of each raised crossing is subject to further discussion and input from the community. This feedback will be discussed with the design consultants who will evaluate the location against a road safety audit to ensure the raised crossing is best situated.
