About the Project

Council secured funding through the Australian government for the upgrade and redevelopment of Marine Parade in Lakes Entrance. The project area extends from the entry roundabout at Marine Parade and the Princes Highway along to the Barkes Avenue intersection. The project aims to achieve traffic calming measures, improve pedestrian safety and improve on-road parking safety.

The type of works being undertaken will include:

• Installation of pedestrian crossings and footpaths
• Installation of raised asphalt platforms at key locations to control traffic speed
• Road widening in multiple locations to allow for indented on-road parking
• The reconstruction of the intersection at Barkes Avenue and Marine Parade

Although the concept design stage has considered the interaction between foreshore and road use, committed funding to the project ($1.2 M) from the Australian Government and Council allows for the construction within the footprint of the road reserve and exclude off-road parking and the foreshore area. Council will continue to advocate for funding for further construction stages as opportunities arise in coming years.

Community Engagement

Community consultation in October and November 2022 led to the development of the concept plan. The concept plan includes:

• New raised pedestrian crossings
• New parallel parking bays
• New 1.8 metre footpaths along the residential side

Project Reference Group

A Project Reference Group (PRG) has been established to help guide this project moving forward. The group was assembled on a voluntary basis with the intention to support and co-operate with all parties in the spirit of goodwill and working towards the common purpose. The PRG will provide a representative viewpoint on the design options and will be included in communications of detailed design. Reference Group members will contribute their knowledge about issues that are relevant to the project and provide representation for a variety of stakeholder interests.

Specifically, the PRG will:

• Provide input, advice, and recommendations to the Project Control Group;
• Review and comment on draft project documents;
• Ensure that the views and interests of their organisation/interest group and the community are represented, and that relevant stakeholders are engaged;
• Provide an active and positive contribution to the project;
• Champion the project within the community;
• Help achieve community participation;

Funding

Funding for this project is provided by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts through the Victorian Infrastructure Investment Program, and East Gippsland Shire Council.
