The development of a foreshore trail at Eagle Point was identified in the Eagle Point Structure Plan and Eagle Point Foreshore Marine and Coastal Management Plan in November 2019. A draft concept plan for the upgrade and extension of the Eagle Point foreshore trail has been developed, with the proposed trail located within the Eagle Point Foreshore Reserve which is managed by East Gippsland Shire Council.

Objective and Scope

The proposed project will enhance the Eagle Point foreshore trail by connecting existing fragmented sections of trail and improve accessibility to meet the needs of the Eagle Point community. In addition, the project will increase safety by reducing the number of pedestrians and cyclists on Bay Road through providing an active transport connection between Paynesville and Eagle Point.

We have taken into consideration the development of the Eagle Point Foreshore Hub precinct and creating a possible link between Bairnsdale and Paynesville in the future.

The project proposal includes:

  • Formalising a shared path for pedestrians and cyclists
  • Providing upgraded trail connections to the foreshore
  • Extending shared path connection with the existing Paynesville – Eagle Point trail
  • Protecting fragile and sensitive environmental areas

Community Consultation

Community consultation undertaken during the development of the Eagle Point Structure Plan and Eagle Point Foreshore Marine and Coastal Management Plan has informed a draft concept design for the proposed pathway alignment.

We welcomed feedback on the draft concept design through a SURVEY (closed 29 September 2023). Two engagement sessions were held in September of 2023 to seek feedback on the draft concept designs. All feedback was considered and informs the development of the design.

We have listened - please find attached Community Engagement Report and Final Plans within the Documents Section.

Funding

Council has allocated funding to complete design plans. Construction may be staged and is subject to future funding applications.

It is our intention is to keep community informed as key milestones are reached.

    Detailed design progressing

The detailed design for Stage 1 is currently underway and is being developed in line with the vision set out in the Eagle Point Structure Plan and the Eagle Point Foreshore Marine and Coastal Management Plan (2019).

This stage of the project extends from the Foreshore Hub through to the Yalca Mews cul‑de‑sac. The foreshore trail is planned as a shared path, combining concrete sections and boardwalks. This approach aims to provide a safe and enjoyable experience for the community, while also preserving the natural character of the foreshore.

    Access to existing marine infrastructure

We are carefully considered existing marine infrastructure along the foreshore. The design ensures continued, unobstructed access to the two boat ramps and maintains safe access to the many private jetties located along the trail.

    What happens next

    • Council engineers will continue refining and finalising the design.
    • Ecological and cultural assessments will be undertaken once the design is finalised.
    • Further updates will be shared as the project progresses.

The latest iteration of the detailed design is available HERE.

Community updates will continue to be published on YourSay East Gippsland as key milestones are reached.

The Eagle Point Foreshore Trail project continues to progress, building on the vision outlined in the Eagle Point Structure Plan and the Eagle Point Foreshore Marine and Coastal Management Plan (2019).

The trail will be located within the Eagle Point Foreshore Reserve, managed by East Gippsland Shire Council.

    What’s happening now?

The contract for detailed design development was awarded and we are currently preparing for the initial contract entry meeting on site.

As part of the design process, surveyors will be on site from Tuesday 29 July to Thursday 31 July 2025 to conduct level and condition surveys. These surveys are a standard part of the planning process and will help refine the alignment of the proposed trail.

    Community engagement

Community feedback has been a vital part of shaping this project. Input gathered through:

    • The Eagle Point Structure Plan and Foreshore Management Plan consultations
    • A community survey on the draft concept design
    • Two engagement sessions held on 19 September 2023

This feedback has informed the concept plan and will continue to guide the next stages of planning and design.

    Next steps

Following the completion of site surveys, the consultant will progress preliminary detailed design utilising current vegetation and cultural heritage assessment outcomes.
