We are preparing structure plans for the Omeo and Swifts Creek townships to guide future growth and investment.
A structure plan is a long-term land use plan that provides guidance on managing and facilitating change within a town or area.

The draft Swifts Creek Structure Plan was informed by findings outlined in the draft Swifts Creek Structure Plan Background Report and by community feedback gathered through the development of the Omeo District Place Plan.
Local knowledge gathered during place plan process helped shape the goals and actions in the draft structure plan.
The draft Swifts Creek Structure Plan proposes:
Changes to planning zones on specific parcels of land to better align with current and historical uses.
Actions for further opportunities and advocacy relating to the following themes:
Housing
Local economy and land use
Landscape and environment
Urban design, built form and heritage
Movement and transport
Community infrastructure
Physical infrastructure
Structure Plans influence planning decisions, funding priorities, and long‑term investment. Community input ensures the plans are informed and reflect community aspirations. We would like to know if the objectives, strategies and actions in the draft plan aligns with community expectations.
Your input will help us:
Understand the local context and experiences.
Identify opportunities and challenges we might not see on paper.
Further engagement opportunities will be provided at key stages.

Stage One - (October - November 2025)
Swifts Creek Structure Plan has finished this stage
Development of the Vision and key issues.
This consultation stage was undertaken in tandem with consultation on Council’s Draft Omeo District Place Plan. This activity included drop-in sessions along with an online survey which asked community members for their input on a vision for the town and issues they think that the structure plan should address with respect to their localities.
Stage Two – (April -May 2026)
Swifts Creek Structure Plan has finished this stage
Review of the Background paper and Draft Structure Plan.
This will include drop-in activities along with an online survey to provide feedback on the draft structure plan. Written submissions can also be provided at this stage.
Implementation of the plan will occur over coming years subject to Council’s budget processes, advocacy actions and community development priorities.
