We are preparing structure plans for the Omeo and Swifts Creek townships to guide future growth and investment.

A structure plan is a long-term land use plan that provides guidance on managing and facilitating change within your town or area.

This page focusses on the Omeo Structure Plan; a separate Your Say Page for the Swifts Creek Structure Plan will be available when engagement begins on 20 April 2026.

We are currently seeking feedback on the draft Omeo Structure Plan and draft Omeo Structure Plan Background Report.

You can provide feedback by:

  • Chatting to us in Omeo on 18 March 2026 from 3pm at the Community Hub.
  • Submitting your comment in writing:

The draft Omeo Structure Plan was informed by findings outlined in the draft Omeo Structure Plan Background Report and by community feedback gathered through the development of the Omeo District Place Plan.

Local knowledge gathered during place plan process helped shape the goals and actions in the draft structure plan.

The draft Omeo Structure Plan proposes:

  • Changes to planning zones on specific parcels of land, to provide opportunity for residential development or to better align with current and historical uses.
  • Actions for further opportunities and advocacy relating to the following themes:
    • Housing
    • Local economy and land use
    • Landscape and environment
    • Urban design, build form and heritage
    • Movement and transport
    • Community infrastructure
    • Physical infrastructure

Structure Plans influence planning decisions, funding priorities, and long‑term investment - community input ensures the plans are informed and reflect community aspirations. We would like to know if the objectives, strategies and actions in the draft plan aligns with community expectations.

Your input will help us:

  • Understand the local context and experiences.
  • Identify opportunities and challenges we might not see on paper.


Further engagement opportunities will be provided at key stages.

    • Provide safe, accessible and fair transport options for people of all ages and abilities.
    • Support community facilities and services that help people stay healthy, included and resilient
    • Ensure the town has the right infrastructure and services to handle growth now and in the future.
