We are preparing structure plans for the Omeo and Swifts Creek townships to guide future growth and investment.

A structure plan is a long-term land use plan that provides guidance on managing and facilitating change within a town or area.

This page focusses on the Swifts Creek Structure Plan; a separate Your Say Page for the Omeo Structure Plan is available.

We are currently seeking feedback on the draft Swifts Creek Structure Plan and Swifts Creek Structure Plan Background Report. A high-level feasibility investigation into medium to long-term wastewater servicing options for Swifts Creek has also been undertaken and a report prepared and is available via this link Wastewater Investigation Report.

You can provide feedback by:

Feedback closes 5pm, Monday 1 June 2026.

The draft Swifts Creek Structure Plan was informed by findings outlined in the draft Swifts Creek Structure Plan Background Report and by community feedback gathered through the development of the Omeo District Place Plan.

Local knowledge gathered during place plan process helped shape the goals and actions in the draft structure plan.

The draft Swifts Creek Structure Plan proposes:

  • Changes to planning zones on specific parcels of land to better align with current and historical uses.
  • Actions for further opportunities and advocacy relating to the following themes:
    • Housing
    • Local economy and land use
    • Landscape and environment
    • Urban design, built form and heritage
    • Movement and transport
    • Community infrastructure
    • Physical infrastructure

Structure Plans influence planning decisions, funding priorities, and long‑term investment. Community input ensures the plans are informed and reflect community aspirations. We would like to know if the objectives, strategies and actions in the draft plan aligns with community expectations.

Your input will help us:

  • Understand the local context and experiences.
  • Identify opportunities and challenges we might not see on paper.

Further engagement opportunities will be provided at key stages.

✅ Most of Swifts Creek has one of the more flexible zones in the East Gippsland Planning Scheme, the Township Zone!

    • To support a mix of land uses and activities to meet local community needs and grow local employment.
    • To respect the landscape and environmental attributes while increasing resilience to natural hazards.
    • To ensure that new development respects and contributes to the character and setting of Swifts Creek.
    • To improve movement connections in and around the township so that they are safe and accessible.
    • To ensure that community facilities and infrastructure support a healthy, resilient and cohesive community.
    • To provide the physical infrastructure and services necessary to meet the current and future growth needs of Swifts Creek.
