Help shape the future of Nicholson Street Mall and tell us how taxi services can better meet the needs of our community.

Nicholson Street Mall is an important part of Bairnsdale's town centre, and we're exploring opportunities to ensure it continues to meet the needs of our community.

The Bairnsdale CBD Revitalisation Project aims to improve the safety, accessibility, functionality and vibrancy of this important community space in the short and long-term. The project will explore opportunities to create a more welcoming and active precinct that better meets the needs of residents, visitors, businesses and community groups.

Part of our early works that will commence before the end of November include removing the Public Toilets that have been badly vandalised and locked for some time and removing some of the other infrastructure to open up the Mall and remove opportunities for antisocial behavior. We will also remove the yellow shelter for the same reason.

To support the future revitalisation of Nicholson Street Mall, the current taxi rank is proposed to be relocated. We want to understand how the community uses taxi services so we can make informed decisions about future taxi pick-up points across Bairnsdale.

Complete the Taxi Services Survey

We want to better understand how people currently use taxi services across the Bairnsdale CBD .

The survey will help us learn:

  • How often people use taxis.
  • How taxi trips are booked.
  • Where people prefer to be picked up and dropped off.
  • Accessibility and mobility requirements.
  • What a modern and accessible taxi service could look like for Bairnsdale.

Your feedback will help Council make informed decisions about future taxi pick-up arrangements and ensure the needs of residents, visitors, businesses and accessibility groups are considered.

The survey will be open until 18 November 2026.

What's happening now?

We are commencing a series of early works within the Nicholson Street Mall precinct to improve the area and prepare for future planning and redevelopment activities.

These works include:

  • Removal of the existing public toilet building and kiosk - but retaining the CCTV.
  • Removal of the taxi rank shelter and associated infrastructure.
  • Removal of redundant structures within the Mall.
  • Investigation and consultation regarding future taxi pick-up arrangements.

The existing taxi rank will remain operational until a future decision is made regarding taxi pick-up arrangements.

What's next

November - December 2026

Early works are scheduled to occur before the Christmas trading period and include:

  • Installation of any approved alternative taxi infrastructure and signage (if required).
  • Decommissioning of the existing taxi rank (when a decision is reached on a preferred alternative)
  • Demolition of the public toilet block.
  • Removal of redundant bins and tables.
  • Some minor safety improvements and maintenance of remaining infrastructure.

Works will be completed by local contractors and Council staff. Subject to contractor availability, demolition works could commence in early November and be completed before Christmas 2026.

Late 2026 - Early 2027

Council will:

  • Gather community feedback through surveys and engagement activities.
  • Work with businesses, taxi operators, accessibility stakeholders and the broader community.
  • Assess options for future taxi arrangements.
  • Investigate opportunities for future mall activation and revitalisation.

Early 2027

Council will share what we heard, outline key findings and explain how community feedback has informed recommendations and future decisions.

Looking ahead

The Bairnsdale CBD Revitalisation Project is a long-term project that will progress through feasibility, concept design, detailed design and future construction phases over coming years. Community input will continue to play an important role throughout the process.

Council is considering opening the Mall to traffic, with a low-speed shared zone an option. A shared zone, which would prioritise pedestrians and include vehicle access, is consistent with successful precedents elsewhere and can play a part in supporting business, increasing activation of the mall.

Reinstating the road altogether is also an option. Retaining civic space in the mall to support business and temporary or programmed activations is also an important consideration.
