East Gippsland Shire Council owns and maintains around 3,000 kilometres of roads across the shire and is committed to maintaining and providing infrastructure that meets new standards and the changing needs of our communities.

Several new projects were initiated to design and implement recommended road and drainage upgrades based upon their condition and usage. We are pleased to advise that Rupert Street (and service lanes) and a section of Giles Street in Bairnsdale have been identified for the design of new road infrastructure.

As part of this project, we will also investigate options for a new one-way entry road into the Bairnsdale City Oval from Giles Street.

The proposed upgrades will involve the installation of new drainage pipes, kerb and channel, and other components to improve the capacity and efficiency of the stormwater system, as well as upgrades to the road pavement to achieve suitable and consistent road width.

Objective and scope

The aim of this project is to design improved drainage and road pavement along Giles Street and Rupert Street (and its service lanes) to improve the stormwater drainage system, ensuring the stormwater is managed effectively to meet high standards for water quality. Construction of accessible paths is also included, fostering inclusivity, and boosting community connectedness.

The scope of the project includes:

  • Survey and assess the existing condition of the drainage network
  • Road Safety Audit to inform the design of Rupert Street (East) and the location of the new entrance to the Bairnsdale City Oval
  • Pavement investigations and pavement design
  • Site drainage investigations and catchment assessment
  • Liaison with authorities, Safety in Design process
  • Detailed design and cost estimates

Consultation and community engagement

Technical investigation outcomes will inform the development of the concept design for the upgraded road infrastructure. The Bairnsdale City Oval Committee of Management will be consulted independently to inform the development of the new one-way entry road into the Bairnsdale City Oval from Giles Street.

Funding has been allocated to design only at this time. Construction is subject to future budget availability.

    Our design consultant has developed a concept plan for the upgrade of Rupert Street (west of Bairnsdale City Oval) and part of Giles Street in Bairnsdale.

    The concept design addresses drainage and pavement issues. It also provides a new entry to the Bairnsdale City Oval on the west side.

    The proposed works include new road pavement, kerb and channel, and underground drainage.

    A footpath on the north side of Rupert Street may be considered but it would mean that the trees would have to be removed.

    Option 1 - existing carriageway


    We are committed to planning and building infrastructure that supports the safety of community and enriches the lifestyle, and character of our communities.


    Our design consultant has developed two options for the upgrade of Rupert Street, east of the Bairnsdale City Oval.


    OPTION 1: existing carriageway

    With option 1 the road will remain as a partly divided and partly single road with service lanes. The northern kerb will be modified in the single road sections to achieve a consistent 7.3m road width, plus a single parking lane on the southern side of the road. This design addresses safety concerns at the current narrow pinch points in Rupert Street. 

    OPTION 2 - divided carriageway

    In option 2, the existing service lanes will become through lanes, with a grassed median strip extending from one end of Rupert Street to the other. The entire road will have carriageways of the same width and parking lanes on both sides. While a divided residential street offers benefits such as improved safety, aesthetics, and parking lanes, it generally costs more to construct.


    Both options -

    • will achieve the same drainage improvements (new underground drainage pipes and pits, and a gross pollutant trap to catch litter and sediments before the outfall). 
    • include a new footpath link on the northwest side of Rupert Street
    • include new road pavement
    • sections of new kerb and channel where required
