East Gippsland Shire Council owns and maintains around 3,000 kilometres of roads across the shire and is committed to maintaining and providing infrastructure that meets new standards and the changing needs of our communities.

Several new projects were initiated to design and implement recommended road and drainage upgrades based upon their condition and usage. We are pleased to advise that Rupert Street (and service lanes) and a section of Giles Street in Bairnsdale have been identified for the design of new road infrastructure.

As part of this project, we will also investigate options for a new one-way entry road into the Bairnsdale City Oval from Giles Street.

The proposed upgrades will involve the installation of new drainage pipes, kerb and channel, and other components to improve the capacity and efficiency of the stormwater system, as well as upgrades to the road pavement to achieve suitable and consistent road width.

Objective and scope

The aim of this project is to design improved drainage and road pavement along Giles Street and Rupert Street (and its service lanes) to improve the stormwater drainage system, ensuring the stormwater is managed effectively to meet high standards for water quality. Construction of accessible paths is also included, fostering inclusivity, and boosting community connectedness.

The scope of the project includes:

  • Survey and assess the existing condition of the drainage network
  • Road Safety Audit to inform the design of Rupert Street (East) and the location of the new entrance to the Bairnsdale City Oval
  • Pavement investigations and pavement design
  • Site drainage investigations and catchment assessment
  • Liaison with authorities, Safety in Design process
  • Detailed design and cost estimates

Consultation and community engagement

The Bairnsdale City Oval Committee of Management was consulted separately to help inform the planning of a two-way entry road from Giles Street into Bairnsdale City Oval. Community feedback collected in 2025 and the outcomes of technical investigations are informing the detailed design of the upgraded road infrastructure.

Detailed design plans will be uploaded when available.

Funding

Funding has been allocated to design only at this time. Construction is subject to future budget availability.

Thank you to everyone who provided feedback on the proposed street upgrade designs through surveys, newsfeeds, and information sharing.

Your input was invaluable in shaping the final design approach, ensuring that community values and practical needs are considered in the final design. Design comments have been sent to the consultant for implementation.

    What we heard:

    West of Bairnsdale City Oval

The focus of the engagement was to understand community sentiment regarding the installation of a new footpath on the north side of Rupert Street and the potential removal of existing street trees.

    What we heard:

    • Majority support for a footpath: Most respondents highlighted safety and accessibility benefits, noting issues such as muddy and uneven ground, blocked gutters from falling leaves, and poor visibility caused by tree placement.
    • Maintenance concerns: Trees were seen as contributing to drainage problems and requiring frequent trimming under power lines.
    • Alternative ideas: One respondent suggested planter boxes and shrubs to maintain greenery while improving usability.
    • Opposing view: One participant preferred retaining trees for shade and protection from swooping magpies.

    East of Bairnsdale City Oval

Participants advocated for sustainable, cost-effective solutions that reflect the character of the area and called for continued community involvement in the planning process. The feedback underscores the community’s desire for a balanced approach that enhances safety and functionality while preserving the street’s unique identity.

    • Strong preference for Option 1: 75% of respondents supported retaining the existing partly single, partly divided carriageway.
    • Key priorities:
      • Improve safety at the Service Street intersection
      • Additional parking near community facilities
    • Environmental concerns: Participants opposed unnecessary concrete infrastructure, citing impacts on green space and drainage.
    • Community values: Feedback emphasised sustainable, cost-effective solutions that preserve the street’s character and natural features.

    What happens next?

    • Final design recommendations have been sent to the consultant for implementation.
    • Construction planning will incorporate:
      • A footpath solution for Rupert Street West that addresses safety concerns and connects with Bairnsdale Oval and Dalmahoy Street.
      • A new two-way Entrance for Bairnsdale Oval.
      • Tying in the new pavement and kerb at Rupert Street West with Ligar Street.
      • Retention of the existing carriageway layout for Rupert Street East, with targeted improvements for safety and parking.
      • Informal parking arrangement adjacent to the U3A facility at Ruper Street (east of Bairnsdale City Oval).
      • Upgraded drainage infrastructure including new kerb and channel, additional pits for both sections of Ruper Street, and a gross pollutant trap outfall on Suding Street.
      • Construction is subject to future budget availability.

We welcome your continued interest in this project. Further updates will be shared as the project progresses.

    West side of Rupert Street

Discussion with the Bairnsdale Oval Committee of Management (CoM) has highlighted the need for a two-way entry into the oval precinct instead of a one-way design. Redesign is nearing completion.

    East side of Rupert Street

Concept design is being developed in alignment with technical investigation outcomes.

Our team is developing a design plan that we'll share with the community for feedback. We expect to have this available by April or May 2025, and we'll post it on YourSay once it's ready.

Project updates will be provided on YourSay following the Council Election on 26 October 2024, and the questions/feedback tab will be reinstated.

From 12.00 noon Tuesday 17 September until 6.00 pm on Saturday 26 October (Election Day) we will be in the Local Government Election Period (also known as Caretaker Period).

During this time, we will limit our printed communications, website content, social media activity, and community consultations. The ability for people to comment on our social media content will also be disabled during the Election Period.

Each of these steps is to ensure our content does not affect voting in the election and is consistent with steps taken by other Victorian Councils and the Local Government Act 2020.

These changes are only temporary; we'll be back to normal communication activity after the election.
