Council wishes to establish a sustainable stormwater strategy for the township of Marlo to address existing flooding issues brought to its attention through community feedback.

Funding has been allocated to commence site investigation and flood modelling. In order to meet investigation objectives, Council has engaged consultants to undertake the overall flood investigation and modelling. Hydrological and hydraulic modelling will be used to better understand the township catchment area. Existing topographic features and drainage elements will be incorporated into the hydraulic model to confirm drainage asset performance, understand existing overland flow paths and areas that are prone to flood risk. The consultant will also undertake stormwater runoff water quality modelling to assess best practice stormwater treatment objectives.

Objectives

The aim of the project is to understand the flood behavior in the township of Marlo.

  • To test the effectiveness of existing drainage measures and propose options which might improve flood immunity to impacted private properties and any future development within this area; and
  • To manage stormwater runoff water quality and ensure best practice stormwater treatment objectives are met.

Project Scope

Feature survey - Council’s drainage network was issued to the consultant in GIS format and it was found that parts of the drainage network lacked sufficient information to undertake a detailed drainage assessment. A feature survey was undertaken to have a better understanding of the existing drainage infrastructure in Marlo. The survey was completed in September 2022 and focused on pit and pipe information.

Site inspection and desktop review - A site inspection has also been undertaken by the consultant in August 2022. The objective of the site inspection was to discuss the study area with Council representatives and to identify flood prone areas and discuss potential mitigation options. The desktop study was completed after the site inspection and included a review of any proposed future development plans and previously completed reports.

Hydrological modelling - Hydrological assessment has been undertaken to confirm peak flows from upstream catchment areas. The hydrology study undertaken is in accordance with latest industry standards and critical durations and temporal patterns will be identified in the RORB model.

Hydraulic modelling - A 1D/2D hydraulic TUFLOW model was developed to assess drainage asset performance and understand existing flood behaviour in the township. Based on the hydraulic modelling, feasibility options will be discussed with Council.

Water quality modelling - Possible Water Sensitive Urban Design assets will be identified.

Reporting and mapping - Draft flood modelling and mitigation recommendations will be submitted based on the modelling assessments.

Funding

Funding has been allocated to commence site investigations, modelling and develop concept designs. This project has not yet been programmed for construction and will be submitted for budget funding once the detailed design and associated construction costs are finalised.

    We are currently waiting on quotes from consultants for detailed design of the underground pipes now that the modelling has been completed. Further project updates will be provided when available.

    Council has now received all of the updated modelling from the consultants.

    The report and findings were presented by Council officers to the Marlo Ratepayers and Residents Association (MRRA) on 2 August 2023. Marlo Township Drainage findings were presented along with information regarding a number of other projects in Marlo. Attendees expressed their appreciation and feedback was well received. Further communication will be provided to the MRRA group when available.
