Local Law Review
We're reviewing East Gippsland Shire Council's General Local Law and want to hear from you.
The review will focus on Council's General Local Law 2017, which is due to expire in December 2027. The project will consider how our local law can be modernised to better meet the needs of our community, businesses and Council, while remaining clear, practical and legally robust.
Local laws help Council manage a range of issues that affect safety, amenity and the use of shared spaces. Examples can include:
- Keeping land and properties tidy to reduce health, safety or fire risks.
- Rules around camping or living in caravans in public places.
- Managing activities on roads, footpaths and nature strips.
- Permits for events, trading activities or placing items in public spaces.
- Preventing behaviour that unreasonably impacts neighbours or the wider community.
- Protecting public parks, reserves and community facilities.
- Managing waste, litter and other activities that affect the appearance and enjoyment of public places.
We want to ensure our local law is:
- Contemporary and relevant
- Easy to understand
- Fair and practical
- Focused on managing risk
- Legally compliant and enforceable
Community engagement will take place in three stages to ensure you have multiple opportunities to provide input.

Stage 1: Early community input
We will seek and listen to early feedback from the community about local priorities, issues and opportunities. This feedback will help inform the development of the first draft of the Local Law.
Your feedback will help us understand:
- What is working well
- What challenges people experience
- What risks and priorities matter most to the community
- How local laws can be clearer and easier to navigate
Stage 2: Draft Local Law
We will share the first draft of the revised Local Law and invite the community to provide feedback on the proposed changes. Feedback will be sought within a clearly defined scope and will help refine the draft.
This stage will also include a focus group of community members.
Stage 3: Proposed Local Law
We will release the proposed Local Law and consider any further submissions. We will then complete the statutory consultation process before the local laws are presented to the Council for adoption.
This staged approach ensures community feedback is considered throughout the development of the local laws.

You can provide feedback on a range of matters covered by the local laws, including:
- How public spaces are used and managed
- Community amenities
- Permit requirements and application processes
- Whether current rules are practical, fair and easy to understand
- Identifying emerging local issues to be addressed
We want to hear what is working well, what could be improved, and whether there are areas where local laws could better meet community needs.
What can't change
- Council must comply with State legislation, including the Local Government Act 2020.
- Local laws cannot duplicate or conflict with existing state or federal laws.
