Council will conduct investigations to gain a deeper understanding of flood events on Raymond Island, with the goal of proposing solutions to mitigate ongoing flooding issues.

Raymond Island has historically experienced flooding when the water levels of the Gippsland Lakes increase following the flooding of the rivers that flow into them - the Latrobe, Thomson, Macalister, Avon, Mitchell, Nicholson, and Tambo Rivers. This has been prevalent throughout 2021 and 2022 with large volumes of recorded rainfall during the La Niña climate pattern.

Existing flooding cannot be addressed properly through means of regular maintenance, given the low land levels on the island; it is well acknowledged that land levels on Raymond Island are too low for a drainage system to rely only on underground drainage. The existing drainage assets have very limited fall and are impacted by tidal water preventing the system from running effectively.

All options will be investigated to alleviate the continuous flooding, including measures to retard the flow entering the existing stormwater network.

Objective and scope

Through this project we aim to create a comprehensive stormwater drainage plan for Raymond Island, which involves conducting site investigations, hydrological and hydraulic modeling, and formulating a stormwater strategy alongside conceptual designs for key drainage components.

Consultation and community engagement

We welcome your feedback and invite you to tell us of your experiences of flood-prone locations across Raymond Island to inform the development of this project; feedback is vital to ensure we create a comprehensive stormwater drainage plan for Raymond Island.

    Further updates will be provided on YourSay following the Council Election on 26 October 2024, and the questions/feedback tab will be reinstated.

    From 12.00 noon Tuesday 17 September until 6.00 pm on Saturday 26 October (Election Day) we will be in the Local Government Election Period (also known as Caretaker Period).

    During this time, we will limit our printed communications, website content, social media activity, and community consultations. The ability for people to comment on our social media content will also be disabled during the Election Period.

    Each of these steps is to ensure our content does not affect voting in the election and is consistent with steps taken by other Victorian Councils and the Local Government Act 2020.

    These changes are only temporary; we'll be back to normal communication activity after the election.

    Raymond Island has many drainage 'problem areas' which cannot be addressed appropriately through regular maintenance.

    The existing infrastructure is not sufficient in allowing water to drain, leading to localised inundation across the island. Council plan to undertake a wholistic approach with prioritisation of the main drainage elements for further detailed design and drainage upgrades.

    The project scope includes data collection, survey, hydrological and hydraulic modelling, flood mapping, water quality, preliminary ecological assessment, high level concept design and costings for drainage upgrade.

    On 30 August 2024, Stantec Australia was awarded the contract to deliver high level concept design for drainage upgrade, an important first step towards drainage upgrade.

    Council officers and engineers are currently outlining the scope of work to engage an independent consultant who will be responsible for developing a comprehensive stormwater drainage strategy for Raymond Island.
