For the purpose of the strategy, open space is defined as all freely accessible land owned and managed by East Gippsland Shire Council that is used for active, passive, and conservation purposes. 

Open Space includes spaces such as parks, reserves, bushland, foreshores,  and parkland.

This project will not include any Recreation Reserves.

Council completed the Bairnsdale Sporting Facilities Plan in 2018 and the East Gippsland Sporting Facilities Plan in December 2023, which included many Recreational Reserves, such as the AJ Freeman Reserve in Paynesville, Orbost Recreation Reserve, Lindenow South Recreation Reserve. 

This project will not include tracks and trails; this element of passive recreation will be explored within a document following on from this overarching strategy.. 

This strategy will not include for the provisions of playgrounds; a Playground Strategy will follow on from this overarching strategy with specific aims and objectives.
