What is a Precinct Structure Plan (PSP)?

A Precinct Structure Plan is a planning document that guides how land will be developed over time. It identifies future land uses and the infrastructure, services, drainage and environmental features needed to support growth.

Why is the Precinct Structure Plan being updated?

The East Bairnsdale/Lucknow PSP was originally endorsed in 2013. Council is updating the plan to reflect current planning standards, updated drainage requirements and environmental considerations, and to support future residential development within the precinct.

What area does the updated plan cover?

The updated plan covers the East Bairnsdale/Lucknow growth area identified within the existing Precinct Structure Plan. Detailed maps and supporting documents are available for review as part of the consultation process.

    What is proposed?

The updated PSP will provide a contemporary planning framework for future development and support the rezoning of land.

Is additional housing being considered in Lucknow?

The existing PSP provides strategic direction for future housing growth in appropriate locations and helps ensure that supporting infrastructure and services can be planned alongside development.

Can the community influence whether housing occurs in this location?

No. The appropriateness of housing in this location has already been established and is not part of this consultation. Community feedback will help Council understand community views about the proposed updates to the plan and associated considerations.

How does drainage fit into the project?

The PSP update aligns with current drainage planning and related works occurring within the precinct. Updated drainage standards are a key consideration in planning for future development.

How are environmental values being considered?

The updated PSP incorporates current environmental considerations to help ensure future development is planned responsibly and sustainably.

    How can I provide feedback?

You can provide feedback through the Your Say page or contact Council officers during the consultation period.

What will happen to my feedback?

All feedback received will be reviewed and considered alongside technical studies, planning requirements and input from relevant agencies before the updated PSP is finalised.

    What happens after consultation closes?

Council will review feedback, finalise the updated Precinct Structure Plan and provide updates to the community on the outcomes of the engagement process and next steps.
