• Understand the condition of these roads.
• Propose and design the best value upgrade works for the four roads.
• 5% Annual Exceedance Probability (AEP) will be used for design events (rainfalls and floods) 
• Achieve flood immunity.
• 1% AEP will be used to mitigate private property flooding and minimise extent of road flooding to mitigate road closure. 
• Implement mitigation measures to achieve erosion and sediment control.
• Implement protective treatment if necessary to achieve resilient infrastructure and minimise flood damage to road infrastructure.
