Eagle Point - Foreshore Hub Development

The creation of a community and visitor foreshore hub for Eagle Point was a key project identified in the Eagle Point Structure Plan adopted by Council in 2019. The Eagle Point Foreshore Hub precinct was developed with the objective of creating a vibrant meeting point at the Eagle Point Foreshore, welcoming community and visitors alike.

Included in the project is a network of paths, landscaping, playground, formalised parking and a multipurpose facility, offering mixed-use community and commercial functions.

The drawings and images (in the Documents on the right) bring the concept to life, with these functions incorporated into the design:

  • Indoor/outdoor events space for community and commercial use
  • Caravan Park office and reception with convenience retail offering
  • Café with commercial kitchen to facilitate events at the precinct (an Expression of Interest will be conducted to determine use of commercial area prior to project completion)
  • Elevated outdoor deck and amphitheatre for events and casual outdoor seating
  • Potential for water sports hire (an Expression of Interest will be conducted to determine use of commercial area prior to project completion)
  • Toilet amenities available to the public and for events

Community consultation to date

Consultation with the Eagle Point community occurred in 2020 through online channels and in-person events where the opportunity was available to provide feedback on the concept plans.

This feedback showed support for the hub but did raise some concerns about the configuration of the relocated road and the impact of increased traffic on School Road. Council have reviewed the safety of the intersection and incorporated further safety improvements.

Further feedback was received that elements of the development were “inappropriate” to the Eagle Point area. The development of a community hub on the Eagle Point Foreshore is the result of two long-term plans for Eagle Point: The Eagle Point Structure Plan and the Eagle Point Marine and Coastal Management Plan. Both plans were developed with extensive community consultation, with the community indicating that the development of this hub was one of their highest priorities for Eagle Point. Care has been taken with the design to be as sympathetic to the Eagle Point area as possible while still providing a great facility for our community.

Funding

This project is funded by the Victorian Government’s Community Infrastructure Loans Scheme, Federal Local Roads and Community Infrastructure Program, and East Gippsland Shire Council.

    Where will the car parking be located for people using the waters. Quite often in summer you will see cars and trailers parked on the actual foreshore so they can launch jet skis and boats in the boat free zone

    Hi Debbie

    thank you for your question. Boats and jet skis can be launched at the Eagle Point boat ramp which is located close to the Foreshore Hub precinct. There is a large car park at the boat ramp.  You will still be able to park down by the water - same as before the Hub was constructed.  I hope this answers your question.

    Hello, As some of the landscape and playground work is completed, will the fencing be brought back closer to the construction to allow for this area to have some partial use as we move towards Summer? And if yes, when do you foresee the playground being up and running?

    I am wondering what the playground is going to be like. The old one had a lot of activities for different ages. I’m hoping it will be like the Apex Park in Lakes Entrance where it encompasses inclusive playground plus workout equipment. Certainly hoping not like the one in Metung which has few activities. It would so fantastic to have a decent playground in our area.

    thank you for your interest in this project and taking the time to ask a question.  The playground has been designed by Enlocus Landscape Architects and will have swings, slides, and some play equipment to challenge young imaginations!  Here are some concept images to give you an idea of what to expect -

    What a shame to put such a monstrosity in a beautiful place, very out of character for Eagle Point. All that concrete will make for a fantastic time for skateboarding!

    76Trombones, thank you for taking time to provide feedback. The original concept artist impression drawings did depict a vast amount of concrete.  Informed by community feedback, Council has adopted a beautiful natural themed landscaping plan to complement the character of Eagle Point.  Large rock is being used to define and reinforce elevated differences. Extensive plantings of native vegetation and well-designed landscaping will encompass the rock and create an enjoyable space for all generations to enjoy.

    The perspective Eagle point foreshore could be more child friendly as I think it would attract more families to town.

    Jacqui, thank you for taking time to provide feedback. The Eagle Point Foreshore hub precinct will include a large modern children’s playground, shared pathways and improved access to the Eagle Point jetty, an event space with a stage and amphitheater, and picnic tables and seating throughout the broader precinct.  Beautiful landscaping will compliment the new facilities and make it an inviting, user-friendly and an enjoyable experience for all visitors.

    It's such a beautiful shallow piece of water - I would love to see a bank of lights shine into the water in front of this to promote night swimming

    Wayne, thank you for taking time to provide feedback. We understand the pipe is unsightly while construction continues, however project completion will see the pipe encompassed within the revetement wall and surrounding landscape in a manner that is aesthetically pleasing.
    We have addressed drainage concerns around the entire site in creative and ecologically friendly ways –
    Specially designed chute will collect the road pavement surface water and then discharge it into ‘Rain Gardens’.
    Rain Gardens are specifically designed garden beds that filter stormwater runoff from surrounding areas.
    They are designed to stop stormwater runoff from polluting our waterways with nutrients, rubbish, and sediment.
    Water soaks through the selected plants and filter media, trapping rubbish and sediment on the surface.
    The plants use the nutrients in the stormwater, and toxins stick to the soil.
    The soil and plant roots work together to naturally filter and remove the pollutants.
    The treated stormwater is collected at the bottom of the rain garden and the treated stormwater is then discharged into the stormwater system.

    Permeable Concrete

     

    The black asphalt-looking material in the photo above is ‘permeable concrete’. This surface material has been installed in and around some significant trees to protect their root system.
    We used this method to allow the water to pass through the concrete directly to the tree root system, allowing the ground water to recharge around the tree roots – brilliant!

    The placement of the storm water pipe in the middle of the swimming beach (Installed last week) is ridiculous and requires re-dressing asap.

    J, thank you for taking time to provide further feedback. The works pertaining to the Hub development are being constructed to the required stormwater management design and pose no threat to swimming water quality.     Hello, thank you for your reply re. my question about the Eagle Point Foreshore Project. you have directed me to the Available Rendering and Video currently on the Yoursay Page, as representation of the final project outcome. Both the rendering (Artist Impression?) and the Video, have multiple and vast differences. please advise which can be considered an accurate representation of the final product? Eg. the video appears to show boats beached in the current exclusion zone, a vastly different playground area, the Concrete walls/steps etc. are vastly different, the peir is incorrect to what is currently in situ, the Culvert and drainage that has been constructed on the swimming beach is not present, etc. As best I can see there is no visual representation of the final project outcome, that could be considered accurate, when measured against the completed work so far. Or even better, please add further documents to the Yoursay page, which show the final outcome, so the community can be fully aware. Or are EGSC making it up as they go along?

    J, thank you for taking time to provide feedback. The concept design drawings and video provided on YourSay give a good representation of how the building will look when finished.

    The “artists impression” plans on YourSay are not construction plans and were provided during the community engagement process to provide a general idea of the final design. Plans are often changed over time, informed by feedback provided through continuing community engagement.
