We invited community input on a proposal to issue a commercial licence at the former Paddle Steamer Curlip site on the Brodribb River in Marlo.

The licence would allow a 12-metre sailing catamaran to be moored at the site when not in operation. The vessel is intended to offer guided sailing experiences along the Snowy River estuary and surrounding waterways, contributing to the region’s tourism offering.

We are committed to engaging with the community to ensure the outcome reflects local values and priorities. This proposal presents an opportunity to support sustainable tourism and economic development and residents were encourage to share their views and help shape the future of this site.

Key considerations include:

  • The vessel will be moored east of the recreational fishing platform, ensuring continued public access.
  • No carpark spaces will be impacted, as passenger pick-up and drop-off will occur at other public jetties.
  • The licensee will be responsible for ensuring the infrastructure is suitable and safe for the vessel and the environment.

Thank you to everyone who shared their feedback on the proposal to issue a commercial licence on the Brodribb River in Marlo.

Between 23 July and 12 August 2025, we conducted community engagement via Your Say East Gippsland regarding the proposal to grant a commercial licence for a marine tourism business at the former PS Curlip site on the Brodribb River in Marlo.

Engagement tools included a survey and a quick poll. Feedback was also welcome via feedback@egipps.vic.gov.au

The initiative attracted significant community interest, with 1200 visits to the project page, 187 survey responses, 17 quick poll contributions, and multiple email submissions received.

Due to the high volume of feedback received, it may take a little while to review everything thoroughly.

    Thank you once again to everyone who shared feedback on the proposal to issue a commercial mooring licence for a marine tourism business on the Brodribb River in Marlo.

    Following a thorough review of community submissions and technical assessments, we have agreed to grant a commercial licence for the site.

    The proponent has successfully met all necessary requirements, including providing detailed assessments addressing key areas raised during consultation:

    • Environmental management
    • Site safety
    • Infrastructure assessment

    This decision supports the development of a sustainable marine tourism offering in our region. The licence will allow a 12-metre sailing catamaran to be moored at the site when not in operation. The vessel is intended to offer guided sailing experiences along the Snowy River estuary and surrounding waterways, contributing to the regionโ€™s tourism offering and enhancing visitor experiences.

    Key considerations include:

    • The vessel will be moored east of the recreational fishing platform, ensuring continued public access to the area.
    • No carpark spaces will be impacted, as passenger pick-up and drop-off will occur at other public jetties.
    • The licensee will be responsible for ensuring the infrastructure is suitable and safe for both the vessel and the surrounding environment.
    • The licence agreement includes an annual rental fee which is based on an independent commercial valuation of the site.

    This initiative is expected to bring lasting economic and tourism benefits to the local community by attracting visitors, supporting local businesses, and showcasing Marlo as a destination for nature-based experiences. It will also contribute to the broader regional economy, while maintaining a strong focus on protecting environmental values and respecting community priorities.

    We will continue to work closely with the licence holder to ensure ongoing compliance and responsible site management.

    The feedback received during the consultation period was invaluable in helping us better understand the potential impacts and opportunities associated with the proposal. We have carefully reviewed all the submissions and acknowledge the concerns raised by some community members.

    The proponent has now been asked to provide further technical assessments to support their proposal. These will address key areas identified through community feedback, including:

    • Site safety
    • Infrastructure assessment

    This next phase will ensure that any potential impacts are carefully considered and managed and that the proposal aligns with community values.
