Council evaluates the condition of our roads each year and selects several projects for design and construction. This process is initiated when maintaining a road is not feasible, poses safety risks to our community, or fails to meet the current road standards for urban roads.

Payne Street in Bairnsdale has been identified as one such road, and we have conducted site investigations and completed preliminary design to estimate construction cost.

As part of this project a previous design was completed in 2020, and Council is now looking into moving toward a more detailed construction plan, in order to complete this much needed restoration work.

Objective and scope

The project aims to upgrade Payne Street in Bairnsdale, from Gordon Street to Main Street Intersection, by installing new underground drainage and road pavement to meet urban road standards.

The upgrades are set to enhance safety and pedestrian movement, and involve constructing footpaths, underground drainage, kerb and channel, and on-street parking bays. This project offers several benefits to the Bairnsdale area, including improved safety, pedestrian comfort, reduced maintenance costs, better road functionality, increased community satisfaction, and support for economic growth and environmental sustainability.

Note that the project will not include street lighting, off-street parking, landscaping, or driveway construction.

Community Consultation

Consultation with the local residents and businesses will inform the detailed design for road infrastructure upgrades that meet current and future usage.

Our commitment to you: inform and consult – we’ll keep you in the loop and make sure your voice is heard. We’ll share updates, listen to your ideas and feedback, and use what you tell us to help shape the final design. And once decisions are made, we’ll let you know how your input made a difference.

We are committed to planning and building infrastructure that supports safety and enriches the lifestyle and character of our communities.

Funding

Funding for design and investigative work is allocated as part of Council's adopted Budget for financial year 2024/25.

Construction is subject to funding availability in future years.

    Feedback from community consultation has led to changes in the design of improved road infrastructure for Payne Street, Bairnsdale. The revised design includes formalised parking and driveways.
