Council has received two separate requests for approval of an amended development plan for land located in the Brookfield Lakes estate. The development plan for 19 Lomandra Boulevard, Lucknow is seeking approval for a residential village whilst the development plan for 135 Great Alpine Road, Lucknow is seeking approval for a revised subdivision and road layout.

19 Lomandra Boulevard, Lucknow (Residential Village)

The existing approved development plan is for a residential subdivision providing approximately 97 residential allotments. The proposal currently being considered is to change the use and development from a residential subdivision to a residential village, providing for up to 151 dwelling sites. It is proposed that the sites be developed with unregistrable moveable dwellings (UMD’s).

Council has previously engaged with landowners in relation to an amended development plan pertaining to 19 Lomandra Boulevard, Lucknow which sought approval for a residential village. Council considered all previous submissions made as part of the previous consultation periods and sought additional information from the applicant; the information has now been provided.

As a result of previous consultation and a resolution put forward by Council, the applicant has provided additional information. A summary of the most recent development plan changes is as follows:

  • Updated UMD site plan, facades and building designs. (See Facade and House Plan folder in Document Library)
  • Energy reports for each design type to meet a minimum 7-star energy efficiency rating under the Building Code of Australia (BCA). (See Facade and House Plan folder in Document Library)
  • Updated Traffic Engineering Report to support the proposed density layout for access. (Link to Revised Traffic Engineering Assessment)

135 Great Alpine Road, Lucknow (Subdivision)

The current endorsed development plan shows a multi-lot staged subdivision which creates both conventional residential lots and larger low density lots.

A summary of the proposed key changes is as follows:

  • Conversion of the low-density residential lots (lots greater than 1000sqm) to conventional residential lots which specifically affects stages 5, 6, 7, 8, 10,11 and 12. Revised Development Plan and Development Plan Report
  • Adjustments to road layouts to accommodate the increase in residential lots and to create an efficient road network within the internal subdivision, including the removal of the cul-de-sacs. This change affects stages 7, 8, 9, 10,11 and 12. Proposed Road Revisions Plan and Traffic Assessment
  • An increase in the area of the northern open space to better accommodate the area of cultural significance.

What is a Development Plan?

A development plan is a planning tool which describes the general layout of new urban development in certain locations.

Importantly, if a development plan is approved, it means that planning permit applications for that development area are not open to public objection and rights of appeal to VCAT (Victorian Civil and Administrative Tribunal). That is why it is important for Council to seek public comment on any changes to the development plan.
