achieve our goals; brainstorm and select ideas to create the change we want to
see; and assign a team to take ownership of and develop each idea.

goals; prioritise the ideas that have been developed; establish which ideas
will be driven by community, government or other service providers to achieve
the plan; and how to manage the process.
