Why is the ferry pass system changing?

    Council reviewed the current portable pass system and identified issues including fairness concerns, risk of misuse, and administrative inefficiencies.
    To improve clarity, equity, and security for residents, Council resolved to move to a fixed sticker-based system (similar to the previous model) for the 2026–27 year.

     


    What is replacing the portable ferry pass?

    The portable pass will be discontinued and replaced with fixed, vehicle attached sticker passes.
    These stickers are more secure and equitable. They are also easier for ferry operators to identify vehicles with valid passes.

    Vehicle owners won't rely on having to carry their pass as it will be affixed to the windscreen.

    Who is eligible for free sticker passes?

    • Property owners of developed land on Raymond Island will receive two free sticker passes.
    • Eligible long‑term renters will receive one free sticker pass upon providing evidence of their residential lease.
    • Short‑stay accommodation is not eligible for free passes.

    Will property owners of vacant (undeveloped) land receive stickers?

    Council’s current position is that only owners of developed land are eligible.


    When will the new sticker pass system start?

    Council has resolved that the new pass system will be implemented for the 2026–27 financial year following community consultation and refinement.

    What if I sell my vehicle, change vehicles, or need a replacement sticker?

    This is not yet decided. Council is seeking community input on the preferred process.
    Options may include online requests, in-person services or phone‑based requests.

    How long will the sticker pass last?

    The duration of passes (e.g., one year‑year or multi‑year stickers) is not yet decided.

    Can I buy additional sticker passes if I need them?

    Yes. Additional sticker passes can be purchased at the prices available on the Council website.

    What about emergency services and not-for-profit for profit organisations?

    Emergency services and eligible not-for-profit‑for‑profit organisations providing regular services to Raymond Island will continue to travel free under the new system.

    How can I provide feedback?

    Feedback can be provided via the YourSay survey, direct letter submissions, or via hard‑copy forms available in service centres and libraries.

    What will Council do with the feedback?

    Your input will help refine:

    • Operational details of the sticker pass system
    • Administrative processes
    • The design and implementation approach for pedestrian fees, if they proceed
      Council will report back to the community explaining how feedback influenced decisions.
       

    Will the portable pass continue during transition?

    No. The portable pass will be revoked as part of the system change. More details on the transition timeline will be provided in advance of implementation.

    Will there be a fee for pedestrians (walk-on on passengers)?

    Council has committed to investigating low-cost pedestrian fares. Community consultation will influence what the fee model could look like.

    Council is not proposing or introducing a pedestrian fee at this stage; this survey is solely to understand community perspectives and explore whether the idea has merit.

     

    Who will need to pay the pedestrian fee if implemented?

    No decision has been made.
    Details such as exemptions, payment methods, and fee structure are negotiable and open for community feedback.
