Why do we need a composting facility?
The Victorian Government has a Recycling Victoria Policy. This directs all councils to introduce a Food Organics and Garden Organics (FOGO) kerbside collection service.
In response to the new regulations, FOGO kerbside collections are being planned to start from 2027. To process the organic material, we're proposing to build the facility next to the Bairnsdale Landfill.

What about noise, odour and contamination?
An EPA license application has been submitted as a part of the planning permit application process, which investigates noise and odour impacts and addresses risks of soil or water contamination.

How is my data handled when making a submission?

Planning permit applications are a statutory process that is transparent and public, where all parties affected can provide input into the application. If you choose to make a submission, you consent to your submission and name being made public through the process and being published in reports that will remain public indefinitely.
East Gippsland Shire Council collects your name, address and contact details to provide context to your submission and how the application impacts you specifically. You may choose to withhold this personal information from your submission; however, this may limit Council’s ability to consider your submission in depth if they cannot contact you to clarify any matters raised. It may also mean your submission may not be included in reports.
As required by the Planning & Environment Act 1987, your submission will be made available for public viewing including on Council’s website and be provided to other parties involved in the planning permit application process including Planning Panels Victoria and the Minister for Planning.
By making a submission, you warrant that (a) you are the owner of copyright in your submission and (b) the use of the submission by Council as described will not breach any third party’s copyright.
