What is Planning Scheme Amendment C172egip?
Amendment C172egip (the Amendment) proposes to update the East Gippsland Planning Scheme by implementing recommendations of the Paynesville Growth Area Structure Plan (PGASP).
Council adopted the PGASP in 2016, after extensive community consultation. For Council to make decisions on planning applications in accordance with the PGASP recommendations, it needs to be implemented into the East Gippsland Planning Scheme.
Details of the proposed changes relating to the PGASP can be found in the Amendment C172egip Explanatory Report. It is recommended that interested community members review the Amendment documentation to determine how the Amendment relates to your land or interests.
Submissions
There are no specific requirements for a submission, but it should:
- be received by Council before the advertised closing date of 31 January 2025
- clearly identify the amendment by the amendment number
- have your name, address and contact details during office hours
- set out your views on the amendment (for example, why you support or oppose the amendment and how the amendment will materially affect you)
- set out what you would like the planning authority, Council, to do (for example, abandon the proposal completely, exclude certain land from its effect, include additional conditions on a proposed use or approve the amendment as exhibited)
Drop in sessions
Two drop-in sessions have been arranged on 9 December 2024 at 2.00 pm - 4.00 pm and 5.00 pm - 7.00 pm at the Paynesville Service Centre, 55 The Esplanade.

The planning scheme amendment process is a statutory process that is transparent and public, where all parties affected can provide input into the amendment. If you choose to make a submission, you consent to your submission and name being made public through the amendment process and being published in reports that will remain public indefinitely.
As required by the Planning and Environment Act 1987, your submission will be made available for public viewing including on Council’s website, and be provided to other parties involved in the planning scheme amendment process including Planning Panels Victoria and the Minister for Planning.
By making a submission, you warrant that (a) you are the owner of copyright in your submission and (b) the use of the submission by Council as described will not breach any third party’s copyright.
